Etsy allows thirteen tags per listing and costs nothing for using all of them. A listing with seven tags is competing on seven phrases instead of thirteen. This is the single most common thing sellers leave on the table.
Anything longer is rejected when you save the listing. Long descriptive phrases like "personalized birth flower necklace" are 34 characters and will not save; they have to be split into two tags that each stand on their own.
Etsy's own seller guidance points at multi-word phrases, and the reason is competition rather than the algorithm: "necklace" puts you against millions of listings, while "birth flower necklace" puts you against the buyers who actually know what they want. Single-word tags are rarely where a sale comes from.

Choosing tags needs live Etsy data — how many listings already compete on a phrase, what the top-ranked listings in your category are tagged with, and whether demand is moving. Some overlap is natural and fine — the title and the tags are matched together. What wastes a slot is a tag that is a word-for-word substring of the title and adds no new phrase.
